Why is there a limit of 116mm concrete thickness

I am trying to design a fixing detail detail for a 1100mm high (1200mm post spacing) handrail. The posts and rails are 48mm tubular galvanised steel sections. The base is a steel deck plate slab and the overall slab depth is 130mm, with approx 70mm at the narrowest point(see attached drawing) .

The software says that a minimum depth of concrete is to be 116mm. is it safe to use 130mm slab thickness?

Thanks for your enquiry there is currently no design standard within Europe for composite metal decks . I'd suggest revisiting your design looking at the HST3 mechanical stud anchors which have additional data available for a slab thickness less than 100mm though it may lead to a larger baseplate and a different anchor arrangement.
