Supplementary rebar

I am struggling to make anchor fixing work ( failing on combination). Supplementary reinforcement is not helping a lot. Any ideas on how to improve it without changing the pad size? Thank you

Thanks for the question and the PE file, assuming this hasn't been cast yet can you place some reinforcement to control cracking ? If you can select this option and your concrete now passes at less than 100% utilisation based upon a rigid baseplate option.
