Stand-off for serrated washers

How should the serrated washers be considered in the stand-off input? Is the standoff application point half of the baseplate section or at the half thickness of the serrated washer, where the forces are transferred to the anchor?

Thanks for your question I'm not sure what you mean by serrated washers in your application however EC2 Part 4 6.2.2.3 Shar loads with and without lever arm states e1 is the distance between shear load and concrete surface neglecting the thickness of any levelling grout.
