SOFA 1.0 design method fib(07/2011)

We received structural calculations from a structural engineer and in Hilti PROFIS report there is a sentence:
Proof: SOFA 1.0 design method fib(07/2011) - after ETAG testing.
What does all this mean and what procedure we should follow to cover these requirements?
Where I can find information/manual about SOFA 1.0 method, what resin should I use and what is the requirement for the hole diameter (using as an example M8 anchor bolt)?
Our structural engineer advised us to contact you with regards to the above questions.

PROFIS Engineering offers the designer the possibility to go beyond the codes, which means in Europe to cover the applications for example a non standard anchor arrangement which is not taken into account within EC2 Part 4 /ETAG/ETA.

SOFA 1.0 was designed in order to extend the application conditions of current codes and to provide reliable calculations based upon extensive internal and external research results and/or incorporating existing design approaches based on ongoing research and application experience.

To achieve compliance with SOFA 1.0 then the filling of the gap between the shaft of the anchor and the clearance hole must be achieved. One way of meeting the criteria is to utilise the filling set and inject additional resin such as the HY200 / RE500. Another option of course, is if you are using a countersunk headed bolt and your base plate is countersunk you also comply with SOFA 1.0.

You should be able to find the details regarding the filling sets on your local HILTI website and also within the ETA of certain anchor products. Please note the thickness of the filling set washers need to be considered in relation to the 't fix' / fastenable thickness of the anchor to ensure it is sufficient.
