Reinforcing existing concrete ring beam.

We have a concrete ring beam. at first floor level. Thers is a wall above and wall below. we did opening up works and found out there is a channel encased in concrete but it is offset from wall above. There is no reinforcement where there is wall above. and load along wall is in range of 36kN/m. So we would like some suggestion how we can reinforce ring beam at right position below wall position and connect it to off set channel.
