Reason behind 16mm supplementary reinforcement limit
Eurocode 2-4 limits supplementary reinforcement to 16mm - are there any documents that explain the reason for this? I have looked a lot and can't find anything. The limit is quite restrictive for heavily loaded anchorages (e.g. a mooring bollard) where even closely spaced 16s would be insufficient.
