Performance of Fire Stop Cast in devices

Hi All

We have a selection of fire collars which have been cast in concrete within our building. Over the last few years, we have had issues with water penetration from the mezzanine floors (pooling and general leaks to the basement area). Will we have to replace all of the pre cast units or will they still perform even though they are potentially water damaged? See photo uploaded. Thanks in advance for your response.
