Hilti HDA-T Anchor Installation Problem

We are experiencing a problem when attempting to install a Hilti HDA-T Anchor M12x125/30 post fix undercut anchor into the ground. The holes were drilled to the end stop using the drill bit below until the end stop contracted our anchor plate. The holes were then cleaned and inspected for dirt. The anchor was inserted and hammer drill applied. It was then found that after a period of hammer drilling, the anchor was not receding further into the concrete and the drill chuck was not turning. The sleeve recess (Hs) has to be between 2 and 7mm below the anchor plate. Currently, the anchor sleeve will not recess below the anchor plate and is protruding approximately 2mm above the anchor plate. 

we have used the following tools and equipment to install the anchor:
·                    Hilti Drill with End Stop TE-C HDA-B 22x155
·                    Hilti Setting Tool TE-C-HDA-ST 22 M12
·                    Hilti Hammer Drill TE 30-A36

Can you advise on what we should try to achieve full recessing of the anchor to achieve the sleeve recess (Hs) between 2 and 7mm
