HAS-U M20 resin anchor requires max torque moment 150Nm, please may I ask is there a MINIMUM torque moment we may apply?

Thank you for your question the published torque value means that the anchor will meet the published technical data / approval documentation for the minimum edge/ spacing/ slab thickness criteria and materials used . If the loads required are below the published values then yes, you could if you wish calculate out a lower tightening torque considering the applicable factors .
