Does filling material for annular gap between anchor and anchor plate work under water?

I am using Hilti Profis for assessment a Dam beam guard rail. I want to distribute shear force in all anchor bolts, so I have opted 'Fill Holes' option. I am not sure either the filling morter will work under water or not.

Thanks for the question, in relation to the filling material i.e. RE500V4 will cure under water however I'm not aware of the filling sets being utilised when submerged to fill the annular gap between the anchor and the clearance hole. I would however image that if there is provision to allow the resin to displace the water locally then we would have no reason to suspect that it wouldn't work.
