Anchor stand-off with grouting application

When a stand-off with grouting installation is considered, with a strong grouting, does this mean that the grouting is used for levelling? If the grouting is not used for levelling but the member is levelled using levelling nuts but the gap is grouted at a later time, can this be considered to be a stand-off with grouting condition for the anchor assessment with Profis? I don't think that the stresses will be transferred to the grout at a later time as they are locked on the anchors. Wouldn't be more appropriate to do the calculations as stand-off with or without grouting but restraint level 2 as anchors will not be able to rotate?
